Second Group
All motions must be seconded.
All discussion must be on the motion on the table.
Opening position statements by proponents and primary
opponents are 10 minutes each shared amongst the members of the group accordiing
to their will.
Following these statements all comments are limited to
2 minutes.
If time is called on a speaker, a person from the floor
may make a motion to extend for one additional 2 minute period. This motion
is non-discussible and passes with a simple majority. The comments may
not be extended again.
Motions for 3 minute breaks during the class period may
be made. The motion must pass with a 2/3rds majority.
Motions to substitute a new motion need only pass with a majority.
All decisions of the president are final.
Votes will be by voice unless a motion, nondiscussable,
is made to have a secret ballot..
